BUTLER COUNTY, Ohio (WKRC) – A Butler County behavioral health provider is accused of defrauding Medicaid out of more than $12 million through tens of thousands of fraudulent claims, according to Ohio Attorney General Dave Yost.
Robert Haley, owner of QIS LLC, was indicted by a Butler County grand jury on 31 felony counts, including engaging in a pattern of corrupt activity, aggravated theft, Medicaid fraud, telecommunications fraud, tampering with evidence, and forgery.

Haley pleaded not guilty to all counts during his arraignment on Thursday in Butler County Common Pleas Court.
