United States Attorney Robert J. Troester announced criminal charges against two defendants and a separate civil case in the Western District of Oklahoma on healthcare fraud-related charges.
Steward Johnson, 72, and Stephen Johnson, 47, from Lawton were charged on June 16 with conspiracy to commit wire fraud, wire fraud and money laundering for defrauding over $27 million from TRICARE, a healthcare program for active military service members, veterans and their family members.
According to a Department of Justice press release, the Johnsons operated a durable medical equipment company that offered Continuous Positive Airway Pressure, or CPAP, machines. From January 2018 through December 2024, the pair allegedly submitted fraudulent claims to TRICARE for in-person CPAP-related services that they did not provide and were not qualified to provide.
