CHARLESTON COUNTY, S.C. (WCSC) — The South Carolina Law Enforcement Division has charged a man accused of stealing a lottery ticket from a customer.
Kymron Royale Payne, 20, of Mount Pleasant, is charged with intent to defraud and counterfeit game tickets.
Payne, who worked at a 7-Eleven in the 3900 block of Highway 17 North in Awendaw, passed a Pick 3 lottery ticket on Nov. 27, 2025. He allegedly deceived a player by printing the ticket, concealing it behind the counter and giving the player an old ticket back, according to the affidavit.
After the player left, Payne allegedly later passed the ticket at the South Carolina Education Lottery terminal and redeemed it for himself. He received a total of $250 for the stolen ticket. The incident was captured on…

Procurement fraud usually involves inflated invoices or “fictitious” vendors.
- The Three-Way Match: Never pay an invoice unless you have matched the Purchase Order (PO), the Delivery Note (signed), and the Supplier Invoice.
- Vendor Master File Review: Review your vendor list annually. Look for suppliers with the same bank details or physical addresses as your employees.
- Dual Authorization: Implement a “Two-to-Sign” rule for all EFT payments above a certain threshold (e.g., R5,000).
- No “Cashing” of Checks: If you still use physical checks, strictly prohibit “Cash” as a payee and store blank checks in a dual-lock safe.
