Even the Heritage Foundation, which brought us Project 2025 and many Trump loyalists, can’t make a convincing case for voter fraud. Sure, it put out a misleading report.
But a closer look by the centrist Brookings Institution reveals that voter fraud is minuscule. In one example, Brookings shows Heritage found just 39 fraudulent ballots in Pennsylvania over the past 30 years, or 0.0000388% of all votes cast. The percentages are similarly tiny in seven battleground states Brookings analyzed.
