AMARILLO, Texas (KVII) — Former Dalhart finance director Tyler Hooper was arrested on a fraud charge.
According to Gillespie County jail records, Hooper was arrested Thursday on one count of fraudulent use or possession of identifying information involving 50 or more items. He was released Friday on a $100,000 bond.
Hooper served as Dalhart’s finance director from November 2024 to November 2025.
Before that, he worked for the city of Pampa as a network administrator and risk manager for more than 12 years.
In November 2025, Hooper was hired as Fredericksburg’s assistant finance director. The city’s news release announcing his hiring said Hooper “continues a family-tradition of municipal service as his father – Donny has 29 years of city government experience and is currently the Assistant City Manager of Amarillo.”
IT & DATA SECURITY (MITIGATING THE “INSIDER THREAT”)
As seen in the TD Bank case, an employee with too much “access” can sell your customer data to syndicates.
- Principle of Least Privilege (PoLP): Employees should only have access to the specific folders and databases required for their current task.
- Access Revocation: Have a “Termination Checklist” that ensures all digital access (Email, VPN, Banking) is revoked within 60 minutes of an employee resigning or being dismissed.
- System Logs & Audit Trails: Enable “Read/Write Logging” on your server. If a customer’s data is leaked, you need to know exactly which login accessed that record and at what time.
- Encryption at Rest: Ensure that sensitive files (like your customer ID numbers or payroll spreadsheets) are encrypted so that if a staff member copies them to a USB, they cannot be read.
