Court documents allege a sex trafficking operation involving a former Anoka County assistant attorney was tied to a social services Medicaid fraud conspiracy.
A total of five defendants have been criminally charged as part of the interwoven investigations brought by the Minnesota Bureau of Criminal Apprehension and the Medicaid Fraud Control Unit of the Minnesota Attorney General’s Office:
- Salman Elmi
- Viktoriya Komonash
- Frank Reeves
- Andrea Sampson
- Katherine Thomes
Komonash, Reeves, Sampson, and Thomes are each charged with 26 felony counts related to promoting and profiting from prostitution. Elmi is charged in connection with the Medicaid fraud scheme and faces five counts of aiding and abetting theft by misrepresentation and three counts of aiding and abetting theft by swindle.
