CLEVELAND, Ohio (WOIO) – A Cuyahoga County Grand Jury indicted four current Cleveland Police officers and former employees for criminal misconduct involving fraud related to the Paycheck Protection Program (PPP).
According to a release from police, on Nov. 20, 2025, the Cleveland Division of Police Internal Affairs Unit received a complaint alleging possible criminal misconduct involving fraud related to the Paycheck Protection Program (PPP).
Investigators identified former officers Anthony Shumpert, who separated in March 2024, and Mackenley Weaver, who separated in May 2024, for their involvement.
Their cases were referred to the prosecutor’s office for review and have since been adjudicated, according to the release.
Then, in June 2025, internal affairs received additional complaints that identified other officers suspected of involvement in PPP-related fraud.
